Current EDD Employees

Current employees are able to apply for promotional exams, be on promotional lists, explore options for lateral transfers, and participate in Training and Development (T&D) assignments.

Promotional Exams

Promotional examinations are limited to current or recent Employment Development Department (EDD) employees with permanent status who meet the minimum qualifications listed on the exam bulletin for the classification. The EDD administers many of its own open and promotional examinations. The California State Personnel Board (SPB) administers many open examinations which are used by EDD and other state agencies. These exams are only available for current employees of the department or veterans in certain instances.

How to apply

To participate in an examination, you must complete and submit a State Application form (STD. 678) following the directions stated in the specific exam bulletin for which you are applying. The State Application can be obtained from the Human Resources Forms and Publications page. Applications can also be obtained at any EDD Field Office, EDD Headquarters in Sacramento, or the State Personnel Board (SPB).

Upward Mobility & Career Development Options

Lateral Transfers

A lateral transfer is a move from one classification to another. It allows employees that feel that their present career path does not meet their long term career goals to transfer into a classification (job) that provides movement to an alternate career ladder. State civil service and EDD provisions allow individuals to transfer from one position to another as long as all the requirements are met.

Training and Development Assignments

A T&D assignment is a temporary assignment within or between sections, divisions, branches or event departments. It broadens an employee’s experience by providing opportunities to develop skills and abilities which cannot be learned in an employee’s current job.

A T&D results from cooperative effort between management and employees. These assignments are recommended for employee’s interested in increasing their effectiveness, improving their career development, and accomplishing their upward mobility goals.

Rotational Assignment

Rotational assignments involve the movement of an employee from a current job assignment to another job assignment within the same Department and same job classification. Rotations occur within a small unit or between sections, divisions, field offices, and may or may not require the employee to return the original position.

A rotational assignment provides an opportunity for an employee to experience a variety of duties within their present classification. As a result, an employee broadens their experience, gains additional knowledge, and increases their promotional competitiveness.
