CBU Training Catalogue

The Workforce Services Division’s Capacity Building Unit (CBU) provides staff development training to California’s workforce development community on a variety of topics, including but not limited to program, technical and soft skills training.

Hosting Training

Training sessions may be hosted by EDD Field Offices, Local Workforce Investment Boards (LWIB) or Local Workforce Investment Areas (LWIA), and may be hosted by other entities such as One-Stop operators and their partners. The CBU provides the trainers and applicable training materials at no cost. In return, the host site agrees to provide facilities adequate for the training session, necessary equipment (overhead projector, flip charts, etc.) required for the presentation, and a list of attending participants sent to the CBU prior to the training date.
Hosts are encouraged to invite partner agencies to their training sessions and/or combine with other agencies to host a training session. If hosting a training session is not feasible, but staff would like to attend a training session, the CBU suggests that you contact the host’s designated contact person for permission to attend. To this end, as classes are scheduled, the CBU will post the information to the CBU Training Calendar on the EDD Web site. Training calendars fill quickly; therefore, we strongly recommend requesting a training date(s) approximately 60 days in advance.

Course Title: Assess with Finesse – Kim Lucero

Prerequisite: None

Intended Audience
: This course is intended for career development and workforce investment professionals who work with WIA participants. This may include case managers, job developers, and employment specialists.

Course Description
: This course provides a dynamic framework for exploring the world of work. This interactive workshop is designed for career development and workforce investment professionals who work with WIA participants. Attendees will have an opportunity to complete an on-line self-assessment. They will learn about a variety of assessment tools, including an internet-based assessment system. This course will provide the participant with the tools to create a data-driven employment plan. Participants will learn the guidelines for selecting appropriate assessment instruments. This class provides tools and resources that enhance WIA performance measurement outcomes. Topics discussed will include:
  • Essential understanding of assessment tools
  • Guidelines in defining informal and formal assessment tools
  • Common mistakes when using assessment tools
  • What’s up and coming in the world of assessment
Course Objectives:
  • Name four major benefits for using appropriate assessment tools with WIA clients.
  • Explain the importance of validity, reliability, and standardization in using assessment tools.
  • Demonstrate how formal assessment tools result in increased placement and job retention.

Course Title: Case Management for Rookies - Career Coaching Basics – Grace Pacheco

Prerequisite: None

Intended Audience: This course is designed for Local Workforce One-Stop Career Centers and all the partners of the Workforce Investment Act programs. Case Management for Rookies is intended for new case managers with less than one year’s experience.

Course Description: This workshop covers all the basics of case management. In an interactive environment, participants will be able to understand case management from both the macro and micro perspective. This will be accomplished through examining their responsibilities; i.e. how to develop a positive relationship with clients, the importance of appropriate documentation, why assessment is important, and how to make the most out of the Individual Employment Plan (IEP).

Course Title:  Local Partnerships Under WIA – Temporarily unavailable

Prerequisite:  None

Intended Audience: This class works well with a team of administration, management, supervision and line staff in a One-Stop Career Center. (Some customers have chosen to include their entire staff.)

Course Description:  This workshop scrutinizes the roles of the One-Stop Career Center within the mix of local workforce development efforts between and among partner agencies and organizations. In order to realize economy of scale for operations, forge effective partnership arrangements, the following will be explored:
  • Customer satisfaction begins at the top
  • Strengths, weaknesses and opportunities of the partners
  • Your organizational structure and shared issues
  • Terminology and Agreements

Intended Audience: This course is designed for all partners involved with adult and dislocated workers in the Workforce Investment Act (WIA). This would include job developers, assessment/intake personnel, case managers, staff in follow-up units, back-to-work units or retention units, training providers, and all other Local Workforce Investment Area (LWIA) partners and staff.

Course Description: This workshop is designed to increase your basic understanding of the new Common Measures for WIA Adult and Dislocated Worker program. The workshop participants will also be discussing what impact the common measures will have on their program design. Dress casually, and come prepared to actively participate in this fast-paced training session.

Course Objectives:
  • Define the three Common Measures for WIA Adult/Dislocated Worker program.
  • Describe the method for calculating the Adult/Dislocated Measures program outcomes.
  • Identify and define all of the global exclusions from the Common Measures performance outcomes.

Course Title: Presentation Skills I – Donna Haddad

Prerequisite: None

Intended Audience: Anyone who will be called upon to make presentations at meetings or other venues.

Course Description: Class participants are required to give a two-minute initial presentation. Following the presentation, participants are given time to modify their work and presentation style in order to deliver their presentation again at the end of the class. This interactive workshop provides training on:
  • Dealing with anxiety
  • Personal skills assessment
  • Visual aids
  • Preparation of presentation
  • Delivery of presentation

Course Objectives:
  • Demonstrate the different anxiety reduction techniques used for public speaking.

Prerequisite: The Presentation Skills I course is a prerequisite for participants who do not possess experience in this area.

: This course has been developed for those with some experience in preparing and delivering professional presentations.

Course Description: The workshop provides hands-on practice to enable participants to advance their skills through planning, organizing, developing, and writing an original presentation. Finally, each participant will deliver the presentation in class, and the presentation will be videotaped. Along the way, feedback will be provided in a variety of modes.

Course Description: Are you wondering how you will accomplish everything required of you on the job? Do you have multiple rush priorities, all due at the same time? How about that co-worker who challenges your sanity on a daily basis, or the client who is perpetually angry? If you answer yes to any of these questions, then you need a quick fix. This workshop will provide a day full of ideas to help you meet the daily challenges and generate positive energy to achieve your workplace goals. Workshop topics include:

Prerequisite: None

Intended Audience: This course is designed for all staff involved with adult and dislocated workers and youth under the Workforce Investment Act (WIA) program. This would include job developers, assessment/intake personnel, case managers, staff in follow-up units, back-to-work units or retention units, training providers, and all other LWIA partners and staff.

Course Description: Retention is the key to successful program performance outcomes. This workshop will examine retention specific tools and strategies which highlight the importance of building the participant relationship, assessment, job development and follow-up. The workshop also explores the shared best practices among three organizations that achieved high retention rate outcomes. Workshop participants will receive helpful tips and retention tools samples they can use or modify to suit individual needs.

Course Title:  WIA Cost Allocation Workshop – Donna Haddad

Prerequisite:  WIA Fiscal Requirements Workshop is recommended.

Intended Audience:  WIA fiscal staff whose job duties include allocating the costs and expenditures associated with the Title I funds of the WIA or WIA oversight responsibilities.

Course Description:  This workshop will cover the WIA cost principles and allocation requirements to include the various types of costs and income, internal controls, written procedures, and procurement. Attendees may also participate in various exercises and quizzes to facilitate their understanding of the cost allocation process for the use of WIA Title I Funds. Resource information will be provided. Class size will be limited to no more than 25 people. Classes will be filled on a first-come, first-served basis and will be made available, upon request.

Course Objectives:  By the end of this workshop the participant will be able to:
  • State 3 factors that make costs allowable
  • Describe the differences between Direct, Shared, and Indirect Costs.
  • Describe the difference between Resource and Cost Allocations.
  • Differentiate between at least two allowable and two unallowable costs.

Course Title:  WIA Fiscal Requirements Workshop – Level 1– Donna Haddad

Prerequisite:  None

Intended Audience:  This course will benefit fiscal staff with less than one year of experience working with Workforce Investment Act (WIA) Fiscal Systems and others who desire a refresher and overview of the basic and general rules associated with the fiscal requirements of the Act.

Course Description:  This course provides an introductory overview of some of the general rules associated with the fiscal requirements and cost limitations of the WIA. Basic terms and definitions will be discussed. A brief overview and summarization of the purpose of the WIA and the development of a unified training system will be presented. Post award requirements for the financial administration of Title I Funds will be addressed.  Attendees will also participate in various exercises and quizzes to facilitate their understanding of the general fiscal rules for the use of WIA Title I Funds and resource information for both governmental and non-governmental participants will be provided to assist and ensure attendees are able to locate WIA fiscal requirement information on their own.

Course Objectives:  By the end of this workshop the participant will have a working knowledge of the basic fiscal requirements and financial administration of Title I Funds mandated under the WIA and able to:
  • Identify at least two general fiscal rules for the use of WIA Title I Funds.
  • Identify at least two exceptions to the rules.
  • Cite at least two sources of information with regard to WIA Fiscal Requirements.
  • Define at least three terms.

Course Title: WIA One-Stop Team Building – Temporarily unavailable

Prerequisite: None

Intended Audience: One-Stop center teams interested in strengthening relationships among the partner agencies.

Course Description
: This service may be requested to facilitate One-Stop efforts at the local level in developing better relationships with their partner staff. The CBU staff members who provide this service are fully trained facilitators (consistent with continuous improvement principles). The facilitator role involves providing a neutral party trained to use specific tools designed to successfully overcome barriers and move the process forward. Services may include, but are not limited to, the following:
  • Building Effective Teams
  • Communication Issues
  • Prioritizing Concerns
  • Recommendation and Resolution Processes

Prerequisite: None

Intended Audience: This course is designed for new employees in One-Stop Career Centers or other WIA-funded organizations.

Course Description: This course will introduce new employees to key concepts and terms in workforce development systems. Content includes:
  • Overview of WIA
  • Structure and governance of workforce development
  • Program descriptions
  • Funding streams
  • Acronyms and terms
  • 19 required One-Stop partners and related workforce programs (Welfare-to-Work Temporary Assistance to Needy Families, Employment Training Panel, CalJOBSSM, etc.)
Course Objectives:
  • Define ten acronyms associated with Workforce Development Programs.
  • Identify at least half of the 19 required partners involved in the WIA Program through the local One-Stop Career Center.
  • Define the different components and activities of a One-Stop Career Center.
  • List four of the seven main principles of the WIA.

Course Title: WIA Participant Reporting Forms Workshop - Kim Lucero

Prerequisite: Participants should possess a basic grasp of WIA fundamentals. It is recommended that new staff attend the WIA Overview (formerly Orientation to Workforce Development) before attending forms training. Note: This training does not cover use of the Job Training Automation (JTA) system. The Workforce Services Division Automation Customer Service Unit provides JTA training; please call the JTA Help Desk at (916) 653-0202 for further information.

Intended Audience
: This course is designed for case managers, intake staff, job developers, and other staff whose duties include completing the WIA participant forms for use in the JTA system.

Course Description
: This workshop provides an overview of the WIA reporting requirements, the five participant reporting forms, and how forms completion relates to achieving the goals of WIA performance.

Topics covered in the forms workshop include:
  • Application
  • Enrollment
  • Goals
  • Exit
  • Follow-up
  • Basic Program Eligibility
  • Eligibility and Case File Documentation
Course Objectives:
  • Define the purpose and function of each of the five WIA participant reporting forms.
  • State the basic eligibility requirements for WIA Title I programs for Adults, Youth, and Dislocated Workers.
  • Complete all five WIA participant forms correctly, in accordance with WIA regulations.
  • Identify which data elements collected on the participant forms relate to WIA performance accountability for Adults, Youth, and Dislocated Workers.
Class Time: 9 a.m. to 4:30 p.m.

Note: This time is needed to cover material relating to Adult, Youth, and Dislocated Workers. Separate classes can be scheduled for staff working exclusively with youth or exclusively with adults and dislocated workers, in which case the class time may be shorter.

Course Title: WIA Section 188, Non-discrimination and Equal Opportunity Requirements - Kim Lucero

Prerequisite: None

Intended Audience: The primary target audience for this training is any staff who regularly interact with program participants as well as those staff assigned compliance-related responsibilities (managers, supervisors, job developers, business services representatives, case managers, staff in follow-up units, back-to-work units or retention units, training providers and other local WIA partners and staff).

Course Description: The principal emphasis of this class is to expand attendees' understanding of the WIA, Title I, Section 188's non-discrimination and equal opportunity provisions. Attendees will learn skills, techniques and resources to comply with all non-discrimination requirements and regulations within the framework of the WIA's One-Stop Career Center system.

This is an exciting class based on group interaction and exercises. Please be prepared to actively participate.

Course Objectives:
  • Learn the basic WIA Section 188 non-discrimination and equal opportunity provisions for people with disabilities in accordance with Title I of the WIA.
  • Learn the basic federal and state laws for people with disabilities as it applies to Title I of the WIA.
  • Gain skills, techniques and resources to implement non-discrimination and equal opportunity requirements as they apply to the WIA's One-Stop Career Center system.

Prerequisite: None

Intended Audience: This interactive workshop is designed for front-line staff of LWIAs, One-Stop representatives, and partner agency staff working directly with WIA youth customers.

Course Description
: Participants will learn innovative approaches to helping their clients. The modules include Individual Service Strategies, Goal Setting, Documentation, Tracking, Retention, and Best Practices.

Course Objectives:
  • Name three components that make a WIA youth program effective.
  • Identify the ten WIA Program elements.
  • Explain and demonstrate how to integrate the ten WIA program elements into a youth development program.
  • Explain the benefits of an asset-based approach to youth development.
