The Disabled Veteran Business Enterprise Participation requirement is a minimum requirement of the SFP which as I understand it means if my organization does not provide 3% of the total project amount to a certified DVBE contractor, the application will not be scored or funded. My problem is that as I am planning my application for consideration, I do not plan to have any subcontracts in the proposal. My organization is not a certified DVBE. How can I meet the requirement?

Thank you for your question. It caused us to rethink some of what we had required in the SFP. We understand your concern and given the purpose and scope of the ETN work and the past practices used in completing this work, we are removing the requirement for DVBE participation from the SFP. The Minimum Requirement on page 6 bullet 4 (Disabled Veteran Business Enterprise) is no longer a minimum requirement for the SFP, therefore, completion of Form 5 will no longer be required. The remaining form numbers will not be changed so please complete them as they are currently provided in the SFP.
