ADM-WIA30 Both the Workforce Investment Act (WIA) 117(h)(2)(A)(v) and Title 20 of the Code of Federal Regulations 661.335(b)(5) specify that youth councils must include "individuals, including former participants, and members who represent organizations, that have experience relating to youth activities." What type of "former participants" are being referenced in this requirement? Would a former participant of any type of youth program qualify, or must the individual be a former WIA participant?

ADM-WIA28 Is a contractor required to retain copies of all active and follow-up client files before they are transferred to another contractor?
ADM-WIA27 The WIA states that a Job Center operator may be a consortium of entities that, at a minimum, includes three or more of the one required Job Center partners. Assuming a consortium is formed with three or more required partners, could it also include non-required Job Center partners? Could a Local Workforce Investment Board (LWIB) executive director be part of a consortium?

ADM-WIA12 A Local Workforce Investment Board (LWIB) is considering changing from Individual Training Accounts (ITA), a voucher system, to a Request-for-Proposal (RFP) method as the primary means of procuring training. The ITAs are cited as the primary means of procuring training, with an option to use alternative means, in the approved local five-year plan. Would this require a 30-day comment period before release of the RFP’s, or would the original 30-day comment period for the local plan of a year ago suffice?

Please clarify.
ETPL-WIA04 Are training institutions, not on the Eligible Training Provider List (ETPL), eligible to provide services under 15 percent statewide projects and with 25 percent dislocated worker funds, excluding rapid response funding?

Is there any such requirement under WIA for the procurement of youth training providers or has the state issued guidance on this subject?
FM-WIA11 Is a WIA-funded program authorized to fund vocational training for a co-enrolled participant if the partner program still has training funds available?

PERF-WIA23 Are Common Measures now in effect for performance reporting? Are Local Areas still responsible for reporting data for the current 17 performance measures for WIA?
PERF-WIA22 In terms of performance measures, how does the State measure client satisfaction with services received under WIA?
PERF-WIA21 A younger youth client was basic skills deficient when certified and their first year goal was a Basic Skills Deficient (BSD) goal. The goal was met, but the client is not yet basic skills proficient. Must the primary goal for the second year be a basic skills deficient goal, or can the second year goal be a different type?
PERF-WIA20 In statewide projects, is the base wage sweep done to see if there are wages for participants? If so, is credit for performance measures given to the agency that provided services?
PERF-WIA18 In a case where an employer refuses to verify employment of a client, can an applicant statement by the client with a subsequent statement of proof by the case manager serve as adequate documentation for the purposes of performance measures?
PERF-WIA17 Since job placement is one element for measuring performance, is the Training Provider primarily responsible for job placement once a client completes the training program?
PERF-WIA15 In regards to documenting employment during follow-up, does supplemental data have to be collected for the 3rd quarter follow-up if it has already been collected for the 1st quarter?

RPT-WIA14 If a participant is enrolled in a special project and subsequently co-enrolled in the formula program, what date should be used for the latter enrollment? Does eligibility have to be determined again?

ST-WIA66 Can supportive services be provided retroactively? We have a client who did not request supportive services and declined them at initial completion of an individual employment plan; then, three months into the training, the client requested reimbursement for mileage costs. Is such reimbursement allowable under WIA?
ST-WIA65 May a client receive supportive services while enrolled in on-the-job training (OJT) and earning an income?
ST-WIA64 We currently have several foster youth enrolled in our WIA15 Percent High Concentration of Youth grant who are homeless and we are looking at options to assist them in obtaining emergency funds and housing while they are in the process of applying for Section 8 housing and looking for part-time employment to support themselves while they are in the WIA-funded college program. (1) Can youth who are attending a community college receive needs-related payments while they are attending classes, labs, and tutorials? The payments would be funded through our WIA 15 Percent High Concentration of Youth grant. (2) Can we use WIA 15 Percent funds for temporary emergency housing (2 weeks) for homeless youth who are transitioning out of foster care and in the process of finding employment and applying for Section 8 housing?
ST-WIA63 Are youth who have aged out of foster care and are currently enrolled in the County’s Independent Living Program considered low income for the purpose of Workforce Investment Act (WIA) eligibility?
ST-WIA62 We are required to have a process to be used to procure training services that are made as exceptions to the use of individual training accounts (ITA). Title 20 of the Code of Federal Regulations (20 CFR) 663.430(a)(2) states that this process must include a public comment period of at least 30 days for interested providers. Is this comment period required for the development of the process that we will follow, or are we required to have a 30-day comment period for any training services we would procure under the process?
ST-WIA61 Does registered mean "enrolled" in the program? If so the following regulations state: Section 663.805 When may supportive services be provided to participants? (a) Supportive services may only be provided to individuals who are: (1) Participating in core, intensive or training services; and (2) Unable to obtain supportive services through other programs providing such services (WIA Sections 134(e)(2)(A) and (B)). (b) Supportive services may only be provided when they are necessary to enable individuals to participate in Title I activities (WIA Section 101(46)). The regulation above states core services could you please clarify?
