The EDD began collecting employment taxes in 1936 so benefits could be paid to unemployed workers by January 1938, Personal Income Tax Withholdings in 1972, and Employment Training Tax in 1982. As California's largest tax collection agency, EDD now handles the audit and collection of employment taxes and maintains employment records for more than 19 million California workers.
