In 1972, the Department implemented a payment and collection system to replace punch cards, cash, bank, and mail systems for unemployment benefits. Benefits were made through an embossed plastic claim card mailed to claimants. Using the card and an imprinter, local offices produced checks. This process eliminated punched cards, sped up payments, reconciled payments, and eliminated robbery hazards associated with cash.
