Summary: Community Services and Employment Training (C-SET) has partnered with the Tulare County Redevelopment Agency (TCRA) and the Building Industry Association (BIA) to meet the great demand for skilled construction tradesmen. This first government-industry-nonprofit cooperative construction trades training program in Tulare County builds on C-SET's extensive experience in providing Youthbuild and WIA services. The TCRA will provide cash match for construction labor, construction financing, and heavy equipment. The BIA will provide technical assistance in implementing a certificated curriculum recognized nationwide. The program will open lucrative jobs in construction trades to 30 at-risk older youth and unemployed adults, while meeting unmet workforce demand and producing affordable housing. Project will offer pre-apprenticeship certificate training and hands-on learning at a construction site and OJT with employers. Trainees will be paid a wage for their time on the worksite. |

Summary: The Foothill Workforce Investment Board has developed a demand driven partnership that focuses on employing individuals in the field of automotive technology. The Department of Labor has identified the automotive service industry as part of the President’s High Growth Job Training Initiative. In partnership with community colleges, K-12 school districts, Employment Development Department (EDD) Job Service, and the private sector, Foothill has developed a training design which will result in high wage employment for at-risk out-of-school-youth, dislocated workers, and incumbent workers in high demand occupations. An Automotive Industry Advisory Committee consisting of members from local colleges, school districts, EDD, and the Greater Los Angeles New Car Dealers Association has been involved in designing the program and will continue to provide oversight. |
San Diego Imperial Counties Labor Council Training

Summary: The San Diego Imperial Counties Labor Council requests $600,000 for The Prosperity Project over a period of 18 months. The Labor Council proposes to provide opportunities for 127
low-income individuals to transition into a variety of high wage/high skill trades in the construction industry. This project is a model of a time proven project with a success rate that exceeds state goals - of 83 percent providing a WIA approved continuum of services. Expert staff, extensive assets, and supportive services add depth and efficacy to the program. Leading San Diego employers are committed to hire trainees from our program. The major employer partner for this project is National Steel and Ship Building Company in which most of the participants will be placed. Other traditional construction trades occupations will be used with the assistance of San Diego Building and Constructions Trades Council. |

Summary: The Initiative will train and place 52 South Bay dislocated workers, disadvantaged youth, and adults as process technicians at entry wages of $22 to 23 per hour. Sponsored by Conoco-Phillips, Exxon Mobile, and Valero, the South Bay Center for Counseling, community colleges, community organizations, and area One-Stop Career Centers, the initiative targets residents of communities near area refineries. Partners will implement a college-credited career pathway offering the full range of skills and competencies set by industry including a Bridge program to raise participant basic skills, industry-driven skills training leading to a college certificate, paid try-out employment, and placement at partner employers. Training will draw on nationally developed industry specific standards based on the Center for the Advancement of Process Technology model as well as needs defined by partner employers. |
