Summary: This project is a comprehensive training and employment program designed to integrate 90 veterans with serious barriers into meaningful employment. These veterans reside in South Los Angeles. The strategies for this project include an integrated approach to workforce development composed of education, training, and job preparation linked to economic development; education to facilitate advancements; structured job training to build work experience; support services to reduce or eliminate barriers; collaboration with the WIB and workforce partners to maximize limited resources; and technology responsive to the VEAP. The AADAP, Inc. is currently listed on the Eligible Training Provider List and will provide occupational basic computer training and automotive technical classes through the Los Angeles Urban League and through on-the-job training provided by public and private sector employment services.

Summary: Inter-City Services (ICS) will provide high-wage-high-growth vocational skill training and job placement services to 125 East Bay veterans and their spouses. Targeted veterans are recently separated, have a service-connected disability, are campaign veterans, or are facing significant barriers to employment. A strong, time-proven case management model is incorporated throughout our service delivery system. The program strategy will incorporate outreach, intake, pre-enrollment assessment, individual employment plan, core training, placement activities, and comprehensive job retention services. This project will be implemented in collaboration with EDD's DVOPs/LVERs, LWIBs, Department of Veteran's Affairs, Local Vet Centers, Peralta College District, Berkeley Adult School, and City of Berkeley. Occupations include Health Care, Information Technology, Data Entry, Word Processors, Network Administrator, Fiber Opti Tech, etc.

Summary: Employment is one of the unmet needs of veterans in the county of Los Angeles. This proposal will address the employment needs of homeless, disabled, recently separated, campaign, and dislocated veterans. Participants will be recruited through outreach and from among clients receiving emergency food assistance from Lutheran Social Services of Southern California. Services to be provided after enrollment are: assessment and development of employment plans, rehabilitation treatment, transitional housing, training in job winning, basic computer skills, training in occupational skills, job development and placement, and follow-ups. One hundred-forty (140) veterans will be enrolled over a two-year period and 125 will be trained in occupational skills. Fifteen (15) will be placed on unpaid work experience. One hundred-three (103) will be employed and 82 will retain their employment. The total cost of the project is $519,269 out of which $110,014 is non-WIA cash match. The project has an in-kind match of $335,000 to be contributed by collaborating organizations through the provision of transitional housing services and the treatment of alcohol and drug and mental problems. Occupational Skills include Security Guards, Truck Drivers, Automotive Service Technicians, Home Health Aides, Emergency Medical Assistants, and Electricians.

Summary: Mother Lode WIA proposes to operate a Veterans' Service Program in the four-county area of Amador, Calaveras, Tuolumne, and Mariposa. This program will provide services to eligible veterans. Mother Lode successfully operated a veterans’ program from 2002-2004. The program provides a comprehensive program of services through the established One-Stop system. An agreement with all workforce partners integrates comprehensive, customer-focused services. All local, state, and federal providers of veterans’ services will leverage resources in a system designed to provide seamless delivery of all needed services from initial assessment through follow-up services subsequent to placement in unsubsidized employment. Occupations will include Construction Trades, Health Care Occupations, Truck Drivers, Customer Service Representatives, Machinist, Law Enforcement Occupations, and Resource Protection.

Summary: Interfaith Community Services proposes to assist 115 eligible veterans and spouses (as identified by Public Law 107-288) in finding and maintaining employment that will lead to sustainable wages and career advancement. Our agency has improved the design of earlier successful programs by creating stronger agreements with the two North County One-Stop Career Centers and maximizing the services of the EDD Disabled Veterans Outreach Program and local veterans employment representative staff. The project plans to recruit and serve the many recently separated veterans being discharged from Marine Corps Base Camp Pendleton into North San Diego County, dislocated workers, campaign veterans, service-connected disabled veterans, older workers, and veterans with significant barriers. Employment occupations will include truck driving, medical administration, computerized office specialist, construction, shipbuilding, security guard, investigator, and loss prevention.

Summary: The proposed project is to continue serving veterans in Santa Clara and San Mateo Counties through joint efforts with NOVA WIB, San Mateo WIB, Next Step Center, EDD's DVOP/LVER, DVA Palo Alto Health Care System, and the Compensated Work Therapy Program/Veterans' Industry. The project has met or exceeded performance goals since its inception (1988). Over 18 months, 250 VEAP eligible veterans will be enrolled with special efforts to provide employment and training services to those veterans with multiple barriers to employment. Anticipated placement is 183 veterans (73 percent) with an average wage at placement of $9.75 per hour. High demand occupations in Santa Clara and San Mateo counties include construction, retail, and government. Other occupations include janitors, cleaners, health technicians, clerks, switchboard operators, warehouse workers, delivery drivers, grounds keepers, CNAs, and phlebotomists.

Summary: The Sacramento Veterans Resource Center has been a key resource in the employment service delivery infrastructure in Sacramento since 1989. The SVRC proposes to expand comprehensive employment and supportive services to eligible recently separated, veterans with barriers, homeless, and campaign veterans. Utilizing a well-established case management model, SVRC plans to enroll 360, and place 270 veterans in sustainable wage jobs with an average wage at placement of $12 an hour. Over 40 percent (144) of the veterans will have significant barriers to employment. Seventy-two veterans meeting dislocated eligibility will also be enrolled. The project shall meet State WIA Performance Goals. The project shall run from 1/1/06 through 12/31/07. Occupations will include truck driving and forklift and warehouse training.

Summary: The Workforce Investment Board of Solano County’s Veterans Employment-Related Assistance Program (Solano VEAP) will provide dedicated core and intensive services and vocational training activities with committed job placement that will address the needs of the broad based groups of eligible veterans seeking meaningful employment. The Solano VEAP project will provide vocational training that leads to industry-recognized certification in high-demand growth occupations. The occupations include Healthcare, Emergency Medical Technician, and Bioscience Technician. There will be registered apprenticeship programs and OJTs that are based on interest and aptitude. This cost-effective dedicated veterans project will enroll 130 eligible veterans and place 98 (75 percent) in jobs that meet or exceed the wage gain requirement of $3,450. Follow-up will assist 74 (81 percent) of the placed clients with employment retention for at least 180 days post placement and will continue with client contact for 12 months post exit.

Summary: Swords proposes to operate a WIA VEAP program in San Francisco by providing services to one hundred-fourteen (114) veterans with significant barriers to employment. Participants will belong to at least one of the identified targeted veteran groups. The program strategy will incorporate outreach, intake, pre-enrollment assessment, employment development plan, core training and placement activities. Core training activities will emphasize job readiness, life-skills and training activities. Seventy-nine (79) veterans will participate in core training and eighty-four (84) will secure jobs. Extensive follow-up will be provided as part of our overall supportive services program. Growth occupations include janitorial, building maintenance, housekeeping, cashiers, retail clerks, construction, food preparation, food service, and security/protective services.
Vietnam Veterans of San Diego

Summary: Vietnam Veterans of San Diego, in collaboration with the San Diego VA and the County Veteran Service Office, will place 87 disenfranchised veterans into long-term employment. The targeted veterans are recently separated, service-connected disabled, and campaign veterans, all facing employment barriers. The average starting wage will be at least $11 an hour. Six months after hire, the average veteran will have a positive earnings change of $3,500. All 115 enrollees will receive core training. This program will cover San Diego County’s eastern and southern regions. Vocational training will be in high demand fields, such as construction, building maintenance, data processing, and medical fields provided by AFL-CIO apprenticeship program, Occupational Training Services, and the Urban League. VVSD has successfully operated EDD employment programs with the local LWIA since 1988.
