Workforce Development Solicitations for Proposals
The Employment Development Department (EDD), in coordination with the California Workforce
Investment Board periodically issues solicitations for proposals (SFP). This Web page contains
current solicitations with instructions and application forms and inactive solicitations with
news releases and award lists.
Current Solicitations for Proposals:
Workforce Investment Act Funds–Construction Talent Transfer SFP
On March 20, 2008, the EDD announced the availability of up to $4.5 million in Workforce Investment Act (WIA) funds for the Construction Talent Transfer SFP to assist workers laid off from residential construction into jobs requiring similar skills in public works and commercial construction. The SFP is open to public, private non-private and private for-profit organizations. Individuals are not eligible to apply. Proposal applications must be received NO later than Monday, April 21, 2008 by 3 p.m. For more information, please refer to the Proposal Instructions.
There will be no bidders conferences related to this SFP, however, questions will be accepted until April 7, 2008, via e-mail at WIASFP@edd.ca.gov.

Workforce Investment Act Funds – Governor’s Gang Reduction, Intervention and Prevention (CalGRIP) Initiative – In a press release on March 3, 2008, Governor Arnold Schwarzenegger announced grant awards to 19 agencies as a result of the CalGRIP solicitation for proposals released November 16, 2007. Workforce Investment Act Funds – Veterans Employment Related Assistance Program (VEAP) -In a press release on February 12, 2008, Governor Arnold Schwarzenegger announced awards to 12 organizations as a result of the WIA VEAP Solicitation for Proposals released October 18, 2007. Wagner-Peyser Act Funds – Deaf and Hard of Hearing Services – On November 30, 2007, grants were awarded to four organizations as a result of the Wagner-Peyser Act, Deaf and Hard of Hearing Services, Solicitation for Proposals released October 9, 2007. On June 20, 2006, the Labor and Workforce Development Agency Secretary Bradshaw approved $1.2 million in grants to three organizations as a result of the Serving Migrant/Seasonal Farmworker Solicitation for Proposals (SFP). Workforce Investment Act Funds - Recently Separated Veterans
In a news release on May 19, 2006, the California Labor Secretary Victoria Bradshaw announced the award of $2 million in Workforce Investments Act funds to five organizations as a result of the Recently Separated Veterans Solicitation for Proposals. Los Angeles County Foster Youth Demonstration Project SFP
On March 30, 2005, a grant was awarded to the Foothill Workforce Investment Board (WIB).
The consortium of the Foothill WIB and Community Build, Inc. will conduct the Foster Youth
Demonstration Project in two communities in Los Angeles County. Although bidding for this
solicitation is now closed, a link to the Solicitation for Proposals is provided below,
for background information.
Workforce Investment Act Veterans' Employment-Related Assistance Program (VEAP)
In a press release dated March 3, 2005, the California Labor and Workforce Development Agency
Secretary Victoria Bradshaw announced awards to twelve organizations as a result of the VEAP SFP
issued on November 19, 2004. All decisions are final. Due to the volume of proposals received by
the Workforce Development Branch, we will be unable to provide individual feedback related to
the selection process. Although this solicitation is now closed, a link to the SFP is provided
below for background information.
Governor's Discretionary Funds
In a press release on March 18, 2005, the Governor announced 18 awardees within the "Industries
With a Statewide Need - Nurses and Other Health Related Industries" category. In a subsequent
news release dated March 22, 2005, the Governor announced 13 awardees within the "Growth
Industries and Removing Barriers" categories as described in the SFP. The press releases
and award lists may be viewed by selecting the links below. Although this solicitation is

LWIA Demonstration Grants
On July 15, 2004, grants were awarded to ten local workforce investment areas to build
and/or strengthen partnerships with organizations providing services to people with visual
or hearing disabilities.
Nurse Workforce Initiative
On September 29, 2002, grants were awarded to 13 partnerships that will conduct Nurse Workforce
Initiative projects throughout California. Links to the press release and the project summaries

California Community and Faith-Based Initiative
On April 4, 2002, grants were awarded to support 20 new and 20 ongoing and established
Community and Faith-Based Initiative programs throughout the State.
Faith-Based Initiative
On February 26, 2001, 20 grants were awarded for faith-based organizations throughout
California.
Caregiver Training Initiative
On January 31, 2001, 12 grants totaling $25 million were awarded to train caregivers
and healthcare professionals.
