CalJOBS Agency Defined Programs

On April 1, 2016, the California Employment Development Department (EDD) released the Agency Defined Programs Module, previously known as the Generic Module, in CalJOBS. In addition to the name change, functionality has been recently added to the module.

The Agency Defined Programs Module allows Local Workforce Development Areas (Local Areas) to track locally funded grants that are not administered by the State through the Workforce Innovation and Opportunity Act (WIOA). The Agency Defined Programs Module allows tracking of local program applications, enrollments, and outcomes using screens similar to those in the WIOA Title I application. The Agency Defined Programs Module allows Local Areas to create programs using unique eligibility questions based on program-specific requirements. With the recent update to the module, Local Areas now have the ability to add more than one set of questions per program, if needed.

To create an Agency Defined Program, an Agency Defined Programs Request Form (Attachment 1) needs to be completed and submitted by the Local Area MIS Administrator to the CalJOBS Operations Unit (CJOU). This form captures program specific details, question sets, and service codes for the Agency Defined Program. Once received, the CJOU will review the form and enter the program into CalJOBS.

Access to each Agency Defined Program is privilege-based by Local Area and by program. MIS Administrators have the privilege to grant staff access to their specific program. However, CJOU will need to give staff access to the Agency Defined Programs Module.

Individuals must be registered in CalJOBS in order to create an Agency Defined Program application. Only general information (name, address, phone number and e-mail address) will auto populate from the registration into the Agency Defined Program application. Any additional personal information must be captured through the question set. Existing service codes will be available for Agency Defined Programs and should be chosen based upon the specific needs of the program and the individuals being served. CalJOBS soft exits will not generate in the module, so staff will need to manually complete an outcome to terminate the individual’s enrollment in the program.

To ensure data integrity, if changes need to be made to an existing Agency Defined Program, a new program will be created.
