In November 2019, Workforce Services GPS released the following link Services to Veterans. This page provides links to resources and guidance for workforce development professionals serving military veterans, military spouses, and veteran performance reporting information.

This page consists of five primary links, covering the following:

Jobs for Veterans State Grants (JVSG) Disabled Veterans Outreach Program (DVOP) Desk Reference – Veterans and eligible spouses are eligible for Priority of Service (POS) in all U.S. Department of Labor (DOL)-funded employment and training programs. Under the JVSG, Employment and Training Administration (ETA) and Veterans Employment and Training Service (VETS) has issued policy guidance, on the distinct roles of the DVOP specialist. That guidance refocuses the populations of veterans and eligible persons who may be served by a DVOP specialist and defined those categories of veterans and eligible spouses who are being prioritized because they have Significant Barriers to Employment (SBE). In 2019, ETA and VETS has issued updated guidance on additional populations that may be served by a DVOP specialist. This Desk Reference highlights all the populations who may be served by a DVOP specialist.

Uniform National Threshold Entered Employment Rate (UNTEER) Fact Sheet – The DOL is required to establish a uniform national threshold Entered Employment Rate (EER) for veterans and eligible persons by the state employment service delivery systems. The DOL has created the UNTEER, which is a national threshold EER for those veterans and eligible persons served in either the Wagner-Peyser Act Employment Service (ES) or JVSG programs.

Protocol for Implementing Priority of Service for Veterans and Eligible Spouses – It is the responsibility of the public workforce system to provide POS to all veterans and eligible spouses who receive services under any qualified job training program funded in whole or in part by the DOL. Through this protocol for implementing POS, the DOL’s ETA is providing technical assistance to the workforce system at all levels, including One-Stop Career Centers, local Workforce Investment Boards (WIBs), State Workforce Agencies to ensure that POS is effectively implemented for veterans and their eligible spouses.

Military Spouses Desk Reference – This desk reference is for state and local boards and staff and it provides information on serving military spouses under WIOA. This reference includes information on eligibility requirements, information on expanded eligibility to serve military spouses with Dislocated Worker funds, how to leverage National Dislocated Worker Grants to serve military spouses, and a collection of additional resources relating to serving military spouses and veterans.

Veterans Fact Sheet (PDF) – The Fact Sheet provides description of the Workforce Innovation and Opportunity Act (WIOA), the needs of businesses and workers, workforce solutions, and the responsibilities of the local workforce boards. It also covers the Priority of Service for Veterans and eligible spouses. POS is discussed in TEGL 10-09. JVSG funded representatives are located in many AJCCs. The Fact Sheet also lays out the POS criteria for receiving service.

Workforce community partners are encouraged to use and share this information with staff and provide program information to all individuals that may benefit from the program.
