Program Year 2019 – 20

Deaf and Hard of Hearing Services Program

The Employment Development Department Workforce Services Branch announces the availability of Wagner-Peyser 10 percent Governor’s Discretionary funds of $2,500,000 for the Deaf and Hard of Hearing (DHH) Program for Program Year 2020-21. The purpose of these funds is to provide employment and training services to individuals who are deaf and hard of hearing. These funds will also ensure that services provided to deaf and hard of hearing individuals are at least equal to services received by non-deaf and non-hard of hearing individuals.

This program provides deaf and hard of hearing individuals with enhanced services and training in select America’s Job Center of California locations throughout California. The program will ensure effective communication and increased service opportunities for deaf and hard of hearing individuals by providing specialized counseling, interpretive services, job placement, follow-up services and advocacy, and specialized training to assist them in becoming job-ready. The program is also designed to assist job-ready deaf and hard of hearing individuals in obtaining and retaining unsubsidized employment. The program also intends that interpretive services be provided to enable these individuals to receive other EDD-related services.

This SFP is open to public agencies and private non-profit corporations. Individuals are not eligible to apply. Applicants must clearly demonstrate their service area meets the criteria outlined in the SFP. Proposal applications must be received no later than Friday, May 15, 2020. English Language Learner Pathways to Careers Program

Note: The deadline for proposals for the English Language Learner Pathways to Careers for Program Year 2019-20 has been extended to 3 p.m. on Friday, April 10, 2020. For questions, email the SFP team.

The Employment Development Department, in coordination with the California Workforce Development Board, on behalf of the Labor and Workforce Development Agency, announced the availability of up to $1.4 million of Workforce Innovation and Opportunity Act (WIOA) Governor’s Discretionary funds in an English Language Learner (ELL) Pathways to Careers SFP for Program Year (PY) 2019-20. The focus of the SFP is to implement a navigator model that incorporates co-enrollment strategies that best support Californians with barriers to employment. The ELL PY 19-20 will continue to support projects that increase access for target populations, align WIOA programs, incorporate co-enrollment strategies that build towards career pathways, leverage other program funding, and provide support services for California’s ELL population. Also, the ELL PY 19-20 will expand participation and promote system wide implementation that will be sustainable beyond the life of the grant.

Disability Employment Accelerator Program

On April 1, 2020, $1.8 million of Workforce Innovation and Opportunity Act Governor’s Discretionary funds were awarded to six organizations under the SFP for the Disability Employment Accelerator Grant. The awarding of funds will focus on assisting organizations in the successful implementation of programs for people with disabilities (PWD) including college students who are close to fulfilling their degree requirements and/or PWD who are working toward or have obtained a recognized postsecondary credential including multiple barriers to employment. Funding decisions are final.

Veterans’ Employment-Related Assistance Program

On April 1, 2020, $4 million of Workforce Innovation and Opportunity Act Governor’s Discretionary funds were awarded to eight organizations under the solicitation for proposals for the Veterans’ Employment-Related Assistance Program Grant. The awarding of funds will focus on assisting organizations in the successful implementation of programs for veterans with an emphasis on securing employment for veterans and military spouses. Funding decisions are final.

Campesino de California Outreach Grant – Complaint System Awareness and Referral Program

On December 9, 2019, the Employment Development Department awarded $150,000 of Wagner-Peyser Act 10 Percent discretionary funds to one organization under the Campesino de California Outreach Grant – Complaint System Awareness and Referral Program SFP PY 2019-20. Deaf and Hard of Hearing Services Program

On June 13, 2019, the Employment Development Department awarded five grants totaling $2,300,000 under the SFP for Deaf and Hard of Hearing (DHH) Services. The program assists DHH individuals in searching, obtaining, and retaining unsubsidized employment and career advancement opportunities. These services are provided at selected America’s Job Center of CaliforniaSM (AJCC) locations. Funding decisions are final.

Veterans Employment-Related Assistance Program

On June 4, 2019, $5 million of Workforce Innovation and Opportunity Act Governor’s Discretionary 15 percent funds were awarded to 11 organizations under the SFP for the Veterans’ Employment-Related Assistance Program (VEAP). Funding decisions are final.

Disability Employment Accelerator Program

On May 13, 2019, $2,000,000 of Workforce Innovation and Opportunity Act Governor’s Discretionary 15 percent funds were awarded to six organizations under the SFP for the Disability Employment Accelerator (DEA) Program. Funding decisions are final.

Campesino de California Outreach Grant

On October 22, 2018, a grant was awarded under the SFP for the Wagner-Peyser Act, Campesino de California Grant Program (CCOG). Funding decisions are final.
